Governor Hogan  and the media responsible for the crisis in Baltimore City

On July 25th I made a formal request to Governor Larry Hogan  - request noted in the Baltimore Sun, a request that asked Governor Hogan to call out the National Guard for a 3 week period in Baltimore City for the purpose of putting a halt to the killings, shootings, robberies and other felonies committed everyday in Baltimore City.

Governor Hogan has chosen to ignore my request.  Disregarding this request is synonymous to his saying, let the killings and murders go on.  His shameful lack of courage speaks volumes on his  attitude of indifference toward the citizens of Baltimore City.

The media, too, plays a part  in letting horrific crimes in Baltimore City to continue.  The media continues to report on the appalling atrocities occurring, which in my opinion is a form of yellow journalism, instead of confronting Governor Hogan with an answer as to why he won’t call out the National Guard.

Baltimore citizens have heard more than enough about these goings-on but citizens are not hearing anything about what is being done to curb it.  The media has closed their ears to suggestions that just might help save lives.  Maybe the media should take a good look at themselves in the mirror because they also bear accountability for this crisis in Baltimore City.

Please note.

The headline today is, “Two killed, four shot, one stabbed in the city,” Baltimore Sun - 7-25-16.   It’s enough!  I have taken action which is described below.

Call out the National Guard

Everyday the news is saturated with reports on killings that are taking place in Baltimore City.  We have an urgent situation in Baltimore City; yet, none of the politicians, including the mayor, the City Council, and police chief, are willing to acknowledge this urgent crisis.  I wonder why that is - why they do not have the guts to tell the truth.  So....by process of default, I will step up to the plate.  The citizens of Baltimore should know exactly what the truth is about the crime problem.

A war is going on between 95% of the law abiding citizens of Baltimore City and the other 5% consisting of drug lords, gang lords and drug addicts.  This 5% of the population are winning right now because of the failure of the elected politicians to do their jobs.  Citizens in Baltimore City are getting shot up everyday now, and this is unacceptable.

Here’s what needs to be done.  I submit the mayor must ask the governor to declare a state of emergency in Baltimore City.  Once this is done, the national guard can be brought in, temporarily, for a 3-week period to clear out the gang lords, drug lords and hangers-on.  I believe if this were to be done, we would witness the largest reduction in crime in the history of Baltimore City for that specified period of time.  The law abiding citizens should then demand that they be told the truth - There is a huge shortage of police officers to provide the safety that the 95% of law abiding citizens deserve.  A crash program to hire at least 500 more police officers should be implemented.  More police officers and more foot patrols would go a long way in curbing the atrocities being committed on the streets of Baltimore City every day.  The attack on officers today makes hiring additional  ones no easy task, but we need to come to grips with the mission and reward these heroes with the incentives and rewards that most of them truly deserve.  Kevin Davis’ idea for the relaxation of marijuana standards for police applicants (“Davis: pot rules hinder hiring,” 7-22-16)  is not going to be a magic potion for hiring additional officers.  And making deals to reduce the number of officers in exchange for pay increases is not a solution.  We need both - more officers and  pay increases together.

Today, July 25, 2016, I have made a request that is being forwarded to  Governor Hogan to declare a state of emergency in  Baltimore City and to call up the National Guard - actions that will  finally bring a measure of badly needed protection to the law abiding citizens of Baltimore City.

Ralph Jaffe, Teacher, is filing as a Democratic candidate for the U.S. Senate on Tuesday, July 28, 2015.

Fed up with crooked politics in government, Ralph Jaffe, Teacher, is going to Annapolis to file as a Democratic candidate for the U.S. Senate on Tuesday, July 28, 2015, around 1:00 P.M.

He is putting his words into action. Revolted by all the crookedness in Maryland government, he is leading the JAFFE MOVEMENT whose goal is to show his students directly how to fight corruption in government and bribe money in politics and bring forth ethics in their place. It’s time to say enough of the career politicians who promote their own self-interests instead of catering to the needs and best interests of the citizens of Maryland. Now is the time to bring real ethical reform into our political system

He is the only candidate who refuses to take campaign contributions (because they are disguised bribes), who will pursue the truth no matter where it may lead, who will serve one term only, who will serve free, and who will turn away from paid, political lobbyists because citizens should be their own lobbyists.

Double A strategy of ADMISSION and ACTION
The surge in violence in Baltimore City is not just confined to the city. It is a blur on the state as well. Having participated in the so called federal evaluation of the Baltimore City Police Department conducted by the U.S. Justice Department, specifically with Billie Coleman, Program Manager Policy Analyst with the Office of Community Oriented Policing Services, I do not hesitate to assert that this evaluation might sound helpful in theory, but in fact it’s a charade.

What’s more, creating areas with catchy sounding names such as war rooms or using enhanced technical equipment are not that effective for the total picture.

What is needed is a double A strategy of ADMISSION and ACTION.

The Mayor and the Baltimore City Police Commissioner ought to “man up” and ADMIT the truth that there is a shortage of police officers which is a major impairment for police officers to properly protect the citizens of Baltimore. At least 500 additional poice officers are needed.

The one who is right on track is Erik Thompson who was quoted in the article, “1 dead, 4 hurt in daytime shooting,” 10-3-15 (his father has owned the nearby Hilltop Hardware store for over 4 decades) when he said what is needed is “good old flat-footed cops..... they need to get back to grass-roots policing.” Erik Thompson has hit the nail right on the head!

The ACTION called for is going back to the basics of police officers walking the walk in communities, getting to know the people, and building stronger relationships with them.

The federal government should not have any role in public education, but neither should the states oversee the schools. Rather, the LOCAL REGIONS, THAT IS, THE CITY AND COUNTIES OF MARYLAND SHOULD HAVE AUTHORITY OF THEIR SCHOOLS and running their respective educational systems. The local jurisdictions are in a much better position in assessing the needs and challenges in helping every child to succeed.
Therefore, I want to abolish the United States Department of Education.

Where’s the justice?

Judge Barry Williams refusal to declare a mistrial, after he acknowledged that prosecutors committed a discovery violation in the Freddie Gray case reinforces the initial complaint I filed with the Attorney Grievance Commission several months ago with regard to the shameful conduct of Marilyn Mosby, the State’s Attorney for Baltimore City.

Now, I have started the process of filing a complaint against Judge Barry Williams with the Commission on Judicial Disabilities regarding his denial of a mistrial and his refusal to change the venue for the trial of the 6 city police officers.

Sad to say, rather than showing the courage to follow the Constitution, Judge Williams chose to cave into mob rule.

Is this judicial justice for the citizens of Baltimore City? I don’t think so.
